WORLD URBAN FORUM 12 CAIRO-EGYPT 2024

SIGNING OF THE PARTNERSHIP AGREEMENT BETWEEN THE LOCAL MATERIALS PROMOTION AUTHORITY (MIPROMALO) AND THE UNITED NATIONS PROGRAM FOR HUMAN SETTLEMENTS (UN-HABITAT).

Under the theme “it all starts at home: local actions for sustainable cities and communities”, UN-Habitat’s twelfth edition of the World Urban Forum (WUF12), held in one of Africa’s largest cities and the Capital of Egypt. Cairo played host to over twenty four thousand participants from one hundred and eighty two Countries across the globe who, answered present at Egypt’s International Exhibition Center. The highlight of WUF-12,centered on its opening ceremony, ministerial sessions, dialogue sessions, networking events, urban cinema, urban exhibition and closing ceremony, just to mention a few.

The Cameroonian delegation led by the MINHDU Boss, Mrs. Celestine KETCHA COURTES, was highly represented with personalities from CFC, FEICOM, MAETUR, MIPROMALO, SIC,  CVUC, CTDS, and Civil Societies, who in their various capacities discussed the question of access to decent and affordable housing with particular interest to the situation in Cameroon.

Most importantly, to immortalize the activities marking WUF-12, a partnership agreement was signed between UN-Habitat represented by Mr. OUMAR SYLLA, Director for Africa’s Regional Office and MIPROMALO, represented by Dr. LIKIBY BOUBAKAR, Director General for MIPROMALO. The major aspects centered on resource mobilization, implementation of practical steps for the valorization of local materials and low carbon innovative materials in the construction sector.

Increment in Research Allowances:

Researchers at MIPROMALO express gratitude to President Paul Biya

An atmosphere of joy and happiness reigns within the research community of the Local Materials Promotion Authority (MIPROMALO) these days. This follows the good news the researchers received with regards to the signing, by His Excellency President Paul BIYA, of Decree N°2024/478 of October 29, 2024 laying down the amount and conditions of payment of allowances granted to research personnel in public research institutions.

It should be noted that the Presidential decree increases the monthly research and technical proficiency allowances of researchers. The researchers have noted in appreciation that the decree which increases the amount of allowances allocated to them will serve as a boost because it will enable them work harder and in a much more comfortable manner to attain results and improve productivity as well as achieving sustainable development.

As per the October 29, 2024 Presidential decree, Chief Research Officers will now be paid a monthly research allowance of 140 000 francs up from the 120 000 francs they were receiving. On their part, Senior Research Officers have witnessed an increment of 30 000 francs on their monthly pay implying they will now be receiving 130 000 francs and not more 100 000 francs. As for Research Officers, their amount has moved from 80 000 francs to 110 000 francs, while Research Assistants will now be taking home 90 000 francs monthly as compared to the 60 000 francs they were receiving before then.

It is worth noting here that the October 29, 2024 decree repeals the provisions of the July 18, 1980 decree as new standards have been set. The Presidential decree is evidently a logical continuation of the decree signed on August 8, 2023 on the Special Status of Research Staff, an indication that the Head of State accords research and innovation the pride of place in the National Development Strategy (SND30) of the country.

 

Revalorisation des Primes allouées aux chercheurs :

Le personnel chercheur de la MIPROMALO adresse ses remerciements à son Excellence Monsieur le Président Paul BIYA

C’est un climat de joie et de gaieté qui règne au sein de la communauté des chercheurs de la MIPROMALO à la suite de la récente signature du Décret N°2024/478 du 29 octobre 2024 fixant les montants et les modalités de paiement alloués au personnel chercheur des Instituts de recherche publics par Son Excellence Monsieur le Président Paul BIYA.

Il faut rappeler que le décret présidentiel revalorise les primes mensuelles de recherche et de technicité allouées aux chercheurs. L’accueil chaleureux réservé à ce décret qui porte sur la revalorisation des primes allouées aux chercheurs, permettra d’améliorer leurs conditions de travail, d’atteindre leurs objectifs et de booster leur productivité dans le but de parvenir à un développement durable.

Comme stipulé dans le décret présidentiel du 29 octobre 2024, la prime mensuelle du personnel chercheur au rang de Directeur de Recherche passe de 120 000 francs à 140 000 francs, celle du personnel chercheur au rang de Maitre de Recherche passe de 100.000 francs à 120.000 francs, les Chargés de Recherche, en ce qui les concerne, passent de 80.000 francs à 110.000 francs et les Attachés de Recherche de 60.000 à 90.000 francs.

Il est bon de noter que le décret du 29 octobre 2024 abroge les dispositions antérieures du 18 juillet 1980. La signature du présent décret présidentiel s’inscrit logiquement dans la continuité du décret du 08 août 2023 portant Statut Spécial du Personnel Chercheur, démontrant ainsi la place de choix que donne le Chef de l’Etat à la recherche et à l’innovation pour la mise en œuvre de la Stratégie Nationale de Développement (SND30) du pays.
