(1) Subject to the authority of a Head of Department, the Design and Construction Department shall be responsible for :

• the study, design and construction of infrastructure using local and innovative materials for the benefit of third parties
• the study, development and implementation of strategies and mechanisms for access to construction projects
• the study and control of material and construction costs
• the development of special technical specifications (CCTP) for Tender Files on local and innovative material;
• assisting in the preparation of construction Tender Files ;
• producing descriptions, architectural studies, summary and detailed preliminary projects, as well as execution projects for public works projects presented by institutional and private third parties
• gradually integrating the local architectural heritage in the production of various equipment and ensuring stability within the professional building structures
• executing building and public works projects prepared by institutional or individual applicants requesting services ;
• contract works, project management and supervision of State projects using local or innovative materials, in conjunction with the relevant administrations;
• technical and technological assistance to craftsmen, innovative project leaders, decentralised local authorities as well as small and medium-sized enterprises using local materials;
• setting up and organising building sites for experimentation, production and use of local  and innovative material;
• designing and constructing experimental and school building sites
• implementing the use of local and innovative materials in conjunction with the local and innovative materials promotion unit;
• participating in setting up and supervising the technological and methodological monitoring system in the fields concerned by these projects in conjunction with the scientific research division;
• designing and developing a material recycling plan
• technical assistance to small and medium-sized enterprises and to the population for the construction of infrastructure using local and innovative materials;
• advice to construction project owners ;
• providing training for the production and use of material in construction sites.
