Subject to the authority of a Director,  the Department of General Affairs shall be responsible for:

a) In terms of budgetary and financial matters:

• managing assets and common logistics resources;
• helping to draw up the performance project in collaboration with internal services;
• preparing and supervising the implementation of the programme budget;
• follow-up of debts, accounting and banking operations;
• preparing administrative management reports and financial statements in collaboration with the specialized services of the Ministry of finance;
• calculating taxes and other compulsory repayments;
• planning, scheduling of public contracts and administrative coordination in collaboration with the services concerned;
• supervising internal administrative and financial management procedures;
• collecting revenue and preparing the execution of expenditure.

b ) In terms of human resources and other  services:

• programming and organising staff training sessions, in collaboration with the internal structures concerned ;
• assessing training activities;
• designing, developing and supervising staff training programs;
• supervising academic or professional training courses in collaboration with the technical departments;
• preparing administrative documents for staff management;
• managing litigation cases, in collaboration with the Studies, Cooperation and Legal Affairs Unit;
• the current and anticipated management of human resources and trainees in collaboration with the other departments.

It is made up of:

• the Sub-Department for Budget and Accounting ;
• the Sub-Department of Human Resources.
